Solar and storage for maquiladoras in Nogales

In-house engineering for plants on CFE medium-voltage rates: cut the demand charge and protect your lines from voltage sags. CFE is Mexico's state-owned electric utility.

Nogales is home to more than 100 maquiladoras (export manufacturing plants) in electronics, medical devices, automotive and aerospace. They run 24/7 on CFE's medium-voltage rates: GDMTO, the ordinary (non-time-of-use) rate, and GDMTH, the time-of-use rate for customers with high demand. On both, the demand charge (kW) and peak-hour energy weigh as much as consumption. That is exactly where a well-sized solar system, combined with demand management and, when it makes sense, storage, recovers its investment faster.

Before we recommend a system size, we study your CFE bills from the last 12 months.

Where the money goes

The demand charge, not the energy, is your biggest leak

On GDMTO and GDMTH, CFE does not only bill the kWh you consume. It bills the peak power (kW) you draw from the grid in any 15-minute window, plus a peak-hour charge during the most expensive hours of the day. At a maquiladora, that demand portion can be 40% to 50% of the bill.

Solar cuts daytime energy very well, but the demand peak is controlled only by a design that understands your load curve: when your motors, compressors and SMT lines start, and whether that peak falls inside the sun hours. That is why we measure before we size, instead of quoting an off-the-shelf size.

Production continuity

Solar plus storage against the voltage sags that hurt SMT lines

A surface-mount technology (SMT) assembly line stopped by a momentary CFE outage costs thousands of dollars per hour and can push an entire lot out of spec. A hybrid system of solar and batteries (BESS, battery energy storage) carries your critical loads through the fault and responds in milliseconds, before the equipment notices.

PSE is the only GOODWE Authorized Service Center in Sonora. If an inverter fails, there are spare parts in local stock and on-site response from within the state, with no intermediaries and no waiting on imports. For critical plants we offer maintenance contracts with a defined service-level agreement (SLA).

For your U.S. parent company

ESG and USMCA: what your headquarters asks of the plant

Parent companies in Detroit, Phoenix and San Diego ask their Nogales plants for carbon footprint reports and verifiable ESG targets. A grid-connected solar system delivers calculation reports, diagrams and an operating log that are useful in OEM and end-customer audits under USMCA, where operating sustainability is already a supplier selection criterion.

The installation is designed to NOM-001-SEDE-2012, Mexico's electrical installation standard, and interconnects with CFE without touching your production processes, so it does not put certifications such as IATF 16949 at risk.

Delivery

Cross-border logistics, handled inside the project schedule

We work with panels and inverters that are already imported into Mexico and delivered to your site, with no import paperwork on your side. PSE absorbs the crossing logistics and timing within the project schedule, and manages the CFE interconnection filing from start to finish.

What the plant gets

Four results for your operation

The only GOODWE Authorized Service Center in Sonora. PSE has installed 4,060 kWp across 150+ projects as of June 2026.

See completed projects
  • Lower demand charge on GDMTO and GDMTH: consumption shifts to solar hours and, when it makes sense, batteries shave the peak.
  • Production continuity for electronics and automotive lines: hybrid systems absorb momentary outages and voltage drops.
  • A file ready for ESG and OEM audits: calculation reports, diagrams and remote monitoring of the system.
  • GOODWE service and support in the state, with spare parts in stock and an SLA for critical plants.
Local presence

Engineering from Hermosillo, support on the border

Mild climate at altitude

Nogales sits at about 1,200 m above sea level, with a temperate semi-arid climate: summers milder than the rest of Sonora and cool winters with occasional frost. Modules lose efficiency in extreme heat, so this climate keeps them close to nominal output. Peak sun hours average about 5.5 per day. Rain falls mostly from July to September and rarely affects annual generation.

A load profile that fits solar

Round-the-clock plant demand fits daytime solar generation and allows large projects with attractive returns.

Service close by

PSE's headquarters in Hermosillo is close enough for quick maintenance response, with GOODWE spare parts in stock and after-sales service inside the state.

Frequently asked questions: solar for maquiladoras in Nogales

We run a maquiladora in a Nogales industrial park on a GDMTO rate. How much can the CFE bill drop?

On GDMTO, typical savings run between 40% and 70% of the total bill, depending on how much demand charge we can cut by shifting consumption to solar hours. We study your 12 months of CFE bills before we recommend a system size, so we do not promise a generic number.

Will a solar plant affect our IATF 16949 certification or our OEM audits?

No. The installation is designed to NOM-001-SEDE-2012, Mexico's electrical installation standard, and interconnects with CFE without touching your production processes. We deliver diagrams, calculation reports and an operating log that serve as evidence in ESG and OEM audits.

A stopped line costs us thousands of dollars per hour. Can you respond quickly if an inverter fails?

Yes. PSE is the only GOODWE Authorized Service Center in Sonora, with local stock of inverters and spare parts and on-site response from within the state. For critical plants we offer maintenance contracts with a defined service-level agreement (SLA).

Should we add batteries, or only panels?

It depends on your load curve. If the problem is the demand charge or momentary outages that damage equipment, a hybrid system with BESS (battery energy storage) can justify itself on its own. If your consumption is mostly daytime and the grid is stable, solar alone is sometimes enough. We settle it with measurements from your plant, not with an assumption.

How do you handle moving equipment and materials across the border?

We work with panels and inverters already imported into Mexico and delivered to your site, with no import paperwork on your side. PSE absorbs the crossing logistics and timing within the project schedule.

Nogales gets frost in winter. Does it affect the panels?

No. The modules are certified (IEC 61215) to withstand freeze-thaw cycles and hail. Nogales's mild climate actually helps: panel efficiency drops in extreme heat, so cool winters offset part of the lower irradiation.
